The Pre-Summit Focus Day at IDGA’s Irregular Warfare Conference will provide an in depth discussion of current challenges for conducting successful irregular operations. This is your chance to hear from leading experts and develop solutions along with your fellow attendees in a smaller, classroom style setting.

9:00 AM – 11:00 AM Actionable Research Results: Modeling COIN Warfare Registration & Coffee

In this workshop we will discuss recent advances in counterinsurgency modeling. Quantitative and formal models will be presented qualitatively. The goal is to describe the structure of such models, discuss their key factors and present possible insights that may be gained from implementing them.

What will be covered:

  • Key stakeholders, processes and Human Social Cultural Behavior (HSCB) factors
  • The dynamics of a COIN situation
  • Steady-state behavior

11:30 PM – 1:30 PM Big Picture Changes And Responsibilities: The Whole Of Government Approach: “Moving Beyond The Bumper Sticker Slogan To Coordinated Action”

Transitioning from the initial stages of COIN--Population Engagement--to Stability Operations and a viable state remains one of the biggest challenges in the conflicts in which we are engaged. The transition requires not only new Tactics, Techniques and Procedures, but also coordinated efforts between the U.S. military, Host Nation, and U.S. and international civilian agencies. This workshop will address the challenges and opportunities associated with this critical stage in COIN, and will explore how the United State can better prepare for the transition between military and civilian led operations.

What will be covered:

  • What are the short and long term goals of COIN?
  • What does stability operations mean for different stake holders?
  • How can the United States better prepare for this transition process?

3:30 PM – 5:00 PM Trailing Edge Technology Solutions: A Paradigm Shift For The Design And Support Of COTS Products Employed In COIN Operations

With more and more PM Offices utilizing a suite of COTS products bundled in a weapon system, there has evolved new challenges in effectively addressing the management of the design and product support lifecycle stages; these challenges will have a direct impact upon the future of many COIN operations. A proposed solution to this challenge will be discussed; it is called a trailing edge technology-focused product lifecycle business model.

  • Examples of COTS products being employed in various missions
  • The challenges of COTS products versus that of Developmental Items
  • What is the concept of trailing edge technology
  • How a PM Office would have to manage the lifecycle of a COTS product when employing trailing edge technology
